I'll own up to having seen the movie in question, and while it's chock full to the gills of gems of that level, I'm going to have to give my vote for worst line to Christopher Lloyd in "Suburban Commando": "I was FROZEN today!"
I think it's mostly in the delivery. There's a fun look at the whole stinker here.
